Tartu City of Literature Office is managed by the Estonian Literary Society.

The task of the ELS as Tartu City of Literature Office and Focal Point is to coordinate the action plan and strategies formulated by the committee during the application process; to initiate literary projects and activities, and to represent Tartu in the communication of the network.
